Can you give the specifics behind your answer? What are the issues, errors, and is this documented anywhere, I can't seem to find anything on the subject?
I think the reason is simple, the Host file is used by windows network service, and it is already running when the sequenced application is launched thus it is not able to access the virtual hosts file. i am not sure if it is documented, but this info that hosts file can not be sequenced has been confirmed by the Softricity Support guys well back in 2004.
Note: The above reason is my thinking and has not been confirmed by Softricity or Microsoft.
